Luxembourg confirmed as Europe’s third-largest international financial centre
Luxembourg holds its ground among the world’s leading financial hubs, ranking sixth worldwide in the latest global ranking of international financial centres by the think tank New Financial.
Published in July 2026, the International Financial Centres Index evaluates the size and growth of financial markets across 65 economies. Unlike perception-based rankings, the index measures the hard market value of financial activity and clearly distinguishes between domestic business and cross-border international flows.
The United States and the United Kingdom lead the global ranking, followed by Hong Kong, Germany and Singapore.

Around half of Luxembourg’s financial activity is international, compared with only a quarter in the United States.
Luxembourg is the world’s leading recipient of foreign direct investment in financial services, the second-largest hub for investment funds and the third-largest exporter of financial services.
Regarding the overall business environment for financial markets, Luxembourg is in the top tier, just behind Switzerland. This assessment is based on 15 economic, financial, regulatory and tax indicators.
Between 2015 and 2025, Luxembourg’s international financial activity grew by 36%, while the global figure was 17%. The country held 6th place internationally at both ends of that decade.
